Villain could even have 2p (54s). I think I won't lay this hand down and raise here. Set over set is possible and happens around 11% of the time. We can still re-draw when villain hits straight. It surprises me that villain doesn't raise so large so I wonder how strong his hand really is (normally on a drawy board you should raise always a bit bigger to my knowledge).
