Normal deck or 4 colour deck? Colour instead of suit? I assume this normal deck and colour instead of suits, so the answer is 3.
Make it 4 colour deck and it would be more interesting

Now to the correct answer: It's 3.
With the first two cards we could have:
2 red cards (target achieved)
2 black cards (target achieved)
or
1 red and 1 black
In this case it would be necessary to take 1 more and we would have 2 of the same colour already.
