i would fold also, A8o isn't a great hand to call with in this situation cause you have still almost 16BB and as you say he is a more passive player, so he holds something at least better than A8o to push all-in here.

I would just min raise on the BTN and based on the aggressive stats of the BB a call isn't bad, but if the loose passive player would shove I would make a fold for sure.
