As played, crappy spot. Don't imagine you have the slightest FE on that turn. Betting JJ here doesn't accomplish anything.
Not sure how aggressive the UTG player is, but calling in position is also good here.
As played I wouldconsider to bet the flop and if you check back I would check the turn as well.
All his Ax hands has hit this board and there aren't to many better hands that would fold if you bet except KKor QQ, but I expect those hands would Cbet the flop most of the time.

I prefer flatting more often than 3betting especially in mp and I wouldn't call the 4bet not 104bb effective stacks. I just don't think utg has much of a bluffing range here and a super narrow 4bet value range. Id be putting most combos of AK JJ QQ in villains calling range rather than 4betting range utg vs mp. And TT as a 4bet only under some circumstances where the dynamics are super aggressive other wise in a calling range.

Can't we use a linear 3betting range that include top 5-6% and having no cold calling in this spot? Normally the EV 3bet > EV Cold Call. If EP 4bet we're dead and simple exploitatively fold, given population 4bet 1% range in this spot

I don't like that kind of strategy very much but I know of some really good players that use it indeed. As I said in another somewhat similar spot (it was TT BU vs UTG if I remember well), if (and more or less only if) you want to go all linear then it's ok to 3bet this combo obviously.
I have to say that comparing preflop EV lines in a vacuum can be quite misleading though as it doesn't give the whole poker story and thus shouldn't be considered as a definitive argument. Having a calling range, moreover at micros, is still a strategy that has a bright future ahead most probably. Hence all the mixed strats.
I think it's a shame to only end up playing 5-6% vs a bad UTG player all in all but whatever.
I have something like an 8% cold call here and around a 6% 3bet range including both Depoler and polar strategies merged. Rather than trying to use one strategy over another. You want to 3bet polar sometimes and depolar others and also want to flat in other situations. Then hands like JJ QQ AK id play a mixed strategy vs regs/tags-Lags sometimes 3bet sometimes flat. Flat vs tighter players and always 3bet vs fish.
You also need to cover all bases with your concepts before you end up saying bullshit in several threads like I've seen you do.

Linear means fully merged, so if you 3bet linear you can't call at all.
Indeed I try to avoid speaking about value and bluff for preflop hands as it's often confusing and useless. Well the more you go into 3-4-5-betting ranges the more it makes sense but then again value and bluff aren't the clear and absolute concepts we'd wish them to be.
That doesn't mean that when you talk about a quite polarized range (but preflop ranges are mostly not that much polarized nowadays) and separate it into value and bluffs combos I'll jump at your throat. I'd totally get you then and there.
I said linear meant FULLY merged because I expected that kind of confusion with the terms, merged and linear can be similar in some contexts but not in others, mainly because merged can be used as a relative term (it can make sense to talk about a range more or less merged) whereas linear is more supposed to remain an absolute concept (a range is linear or isn't, dot).
Thus it's theoretically possible to play a quite merged 3betting range while still calling somewhat, that's what few people still do SB vs BU for example, but it's not possible to 3bet linear and call anything because the calling range would be utter garbage.
