I think he flats most of his pairs. Broadways are calling and 3betting. Maybe some 3bets as well from 65, 76, 87, 98 and some weaks suited aces.
Flop board is wet and hits the broadway part of his range. He probably has a piece of it.

Turn ends my backdoor draw. The pot bet leaves me in the dark here. A strong draw probably checks-back or bets smaller? Don't think he would want to kick me out of the pot in that case, but I also don't know what worse hands he's hoping I call with.

I don't see why being OOP would prevent you from check/raising. Also IP I wouldn't like a minraise too much here. I'm not really sure but I'd probably size it bigger even IP.

It's not unusual for him to bet pot here and that doesn't prevent him from having a strong draw, that'd totally be sound, or at least sounder than betting small with it.
Never 4betting here, we dont want to make our JJ as a bluff pre and fold to 5bet loosing 1/4 of our stack.
Flop/turn: if we check raise OTF we have to call a shove I guess... not the perfect situation to play for a stack, so I would check call and give up the turn pot size bet as played.

I think anything decent he may have will 3bet in case we check-raise while he has some equity (mainly for draws).
The only hand I think he calls here IP is DP (and still...). Q9's won't probably 3bet my MP raise from the BTN.
I don't see why villain would neither bet/fold nor bet/call if we check/raise. Only bet/reraising makes for a really narrow cbetting range. Or for a spewy shove lol.
Bet/fold IP would look really weird.
Bet/raise is the best play imo. Would put us on a difficult decision for sure. Or you advocate it is an easy fold if we get 3bet OTF?
Calling this bet isn't totally spewey. We obviously will have to check/fold lots of rivers, but if villain is bluffing or betting some weak holdings he will almost never fire the 3d barrel. A coach from PS made a population analysis on NL10 and there's a lot of "fire 2 barrels give up on river" going on. We can also hit, or even have the best hand. Very interesting spot, I'll try to do the math on the EV of this call x EV of a shove on turn (I think a shove maximizes fold equity while alowing us to win the most if villain has something like AKs and is drawing, but again, need to do the math on villain range).

Just because of the pot odds.
Lets say we have all 8 outs for OESD, thats about 32% equity to complete our draw OTR. Of course it depends on our check- raise size. I would make it to the minimum of 30bb if check raising, thats mean we have invested around 40bb already with 60bb staying behind. If he shoves OTF our pot odds is 30% so we have a call to a shove. If the opp has some spewy shoves, our call is even easier.
The problem here is he can block some of our outs here.

No but I just wanted to remind you that people are stupid and like to bet. You can't expect them to be prepared for a raise each time and to be happy to call it.
About population analysis don't go overboard it's a really general assomption that you are trying to apply in a really specific spot. Moreover a 3bet pot. The statistic Lemon gave was meant for SRP. If you filtrer in 3bet pots I bet you the pattern already disappears. People don't often 2ba then give up in 3bet pots IP. Moreover on a texture like this in my opinion.
Whatever, I still don't know how to handle this particular hand postflop.
I think check-call, check-fold is the standard play, but I'm not sure at what extent it is exploitable.
Maybe there's a possibility of check-call and donk OTT? It's an alternative to check-raise OTF (we spend more or less the same) and we don't let villain 3bet us OTF OOP.
Donk OTT would look very strong. Maybe we have some FE from weaker draws and some missed hands he may have?
