I think you should have cb flop even a small 30% cb here would have been fine, as played i think I think you are going to have to call off against a Ss.....

It is a rainbow board, but is connected enough to hit BTn range. Sets are everywhere. It is underbluffed, general player won't raise draws OTF. I like to check/call this spots from UTG. You are not betting here with missed hands (Ax, Kx, Qx) most of the times, you basically only have PP or a set. He can have worse PP than KK that he's probably overplaying. So you might have some room yet.
Against a 60bb stack I would probably try to get it in OTF by 3 betting as played and expect to see a hand like 99.

A good player might raise you with anything here, because this board is not good for your range, but is very good for his range and you can only play the hand if you have a set, and this will happen rarely <5% and you must raise again and tell him that you have a set. He will know that he will make you fold hands like KK and AA to the river. But he has 60BB and thats not look like a good player, so I have no idea what he raises me with, and I have to play a guessing game, which is bad. I think it's OK to fold OTT.

I would have called him down, I know there is a SD possible on the board.
He can have SD, 2P, or even a set but which is what he is showing as Strenght but I would call OTT and probably OTR because he is a short stack, and since he is a short stack I consider him a fish!
He could have as well JJ, TT, 99, A9s, K9s, Q9s, j9s and do the raise with those hands as well!
