hi,

do you bet this OTF. I think c/c would be also fine. Maybe I get more value and I am not isolating myself vs the better part of his range. This board is dry.

I would go for a bet/fold line multi way. Especcially with loose passsive player you still get some value, but now you are changing your hand in to a bluff and that's not to great I think.

Because it's unlikely that you would get called by a worse hand.

Sorry, I'm not sure what you mean. You want to get called when you think your hand is stronger than your opponent's. You bluff, when you think you can get a better hand to fold.
