Please post your thought process so that we can all understand the reasons behind your plays.
Overall looks ok.

Looks like a fishy pot. I'd bet small OTF.
You should be very careful when facing turn raises this days.
His raise size is a clear sign he is a fish. Effective SPR is small (close to 1), so it's not a easy fold with TPTK.
If you bet the turn against a 25.63$ stack on a 18$ pot, I believe you have to call a shove with any Qx or better. It also doesn't really make much sense to bet any other hands in this scenario.
I also believe it is a easier decision to bet/call a turn shove than to call a donk shove OTR.

My question is, should I even bet the turn? It seems standard, I know I can't bet/fold.

Against a loose passive fish you can easy bet for value on the turn, but a half pot bet is more than enough with in mind he has a short stack and you can easy shove most rivers if he doesn't shove on you.

The line is fine. Betting that amount gets it in by the river. You could even just shove turn but we prefer him to spazout with some random 9x so I prefer your line.
