Opp: 13/9/7af 54 hands probably will have mostly aces in his range to be 3betting oop.

Flop line? This flop is very dry , can I play call flop raise turn here?

Turn : I was like wtf ... but I block the straight, if he has AA89 I can still suck out. so I guess calling is fine.

because it was very dry , It's my main question in this hand if I should just raise and get it in on the flop

I would raise since u give him a free card.

He bet 6,5 $ for win another 53 $ , If he hit his AA or KK. or what he holds.

Better win it there then loose a big pot on turn. IMO

The flops comes very dry if you thinks he's 3betting aces or dsbigpairs...

I think calling flop is fine. He bets small, maybe because he has dogshit or maybe to induce a raise. However, when you raise and he 3 bets what kind of hands you put him on? Isn't it isolating vs JJ? Not shure villain would stack off with AA here.
On turn as you said you have 99 blockers so str8 is unlikely and you can't fold here.

I prefer to raise the flop, not only for potbuilding but also because there are several cards that might scare him and his overpair and make him hesitate to stack off later.
