To me, his line makes no sense, would he play flopped set this way, may be, since he is fishy.

. For the river, without having seen any previous hands from this player, I would fold. He seems very passive the whole hand, so I wouldn't expect him to bluff very often. But if you've seen him stab at the river before, you should call.
