I don't think SB is 3-bet defending with 55 or 33 here and flop is relatively dry. Pocket 99's ( JTs or suited clubs) could be in his range that he bets like this, but I have most hands beat... how do I extract the most value?

Call turn and evaluate river. If you shove better will call and weaker mostly fold. Some JT or KT clubs or KQ might call but overall you are not doing that well versus villain call range.

As default this is pretty standard hand to call river shove on blank cards.
