JJ fold or call turn/river

Instinct > theory
That feeling in your gut is your subconscious telling you what your conscious can't figure out.

How often have you exercised your "better judgement" and were wrong, as opposed to how many times you decided to "go with your gut" and were right?

On the folds, you'll never know of course, but at least you have those chips to use later when you're sure.

In this particular hand, at some point raising must have occurred to you — why did you reject it?

With the stack dynamic and villain is betting pot size on the turn you will be committed if you call here. I would push or fold the turn. Read less I would go for the first option. It seems unlikely villain has hit this board and you could be up against ace high or a weaker over pair I think.

On such a dry board i don't think we get called by worse to often i guess we could raise vs 99-TT. but in the hand i was ruling those out a bit because of the turn sizing. I thought it was either a strong over pair for value like QQ+ or a bluff like AK but maybe 99-TT could play like this putting me on something like AK thinking about it. I'm committed with a turn call so that's the decision point so maybe i could jam the turn it's just about the best way to get the money in at that point or fold.

Quite probably right.
However, IIRC there are several reasons to bet when the odds are in your favour[1]
 To get called by worse — this can include straight draws, flush draws, worse overpairs, overcards
 To charge a high price for opponent to draw to a hand that may beat you
 To get better to fold <<< theoretical only I don't see it happening at low stakes much
 Equity withdrawal. Worse hands just fold, but they wouldn't call anyway, and they just might get runner-runner
 I think I missed one, but danged if I can think of it.

The alternative is slow-playing, and at low stakes I think that slow-playing is done with unassailable nuts, and especially vs aggro opponents.

BTW, the only place I would raise here, is that I would 4Bet pre.
This is GGPoker though, and they play no-fold'em hold'em, so it is just playing dice really.

As played, I think your line makes sense.
Post flop you're Way-Ahead/Way-Behind, so pot control is fine.

[1] May the odds be ever in your favour.

I like to see 4B preflop Co vs 3B rom SB.

But for you play - with oponents bet on the turn I would fold the hand.

call down is probably fine
This hand is at top of your range for calling 3bet + calling Flop + calling Turn

I can't give you population reads or exploitative reads cos I don't know the guy nor these stakes, but often you'll be surprised at the amount of random shit that these guys may do.
