I would go for around half pot value bet on the river. It could be you missed some value with the small bet, but it depends on the villain in this hand.

Once he checks flop and calls turn raise, he SHOULD have more than just a flush draw. That should be 2pairs/set or smaller straight with or without fd.

All of those should fold to a big bet, unless he has 773x type of hand. Without read I would go small, as majority of his calling range is a bit weak. If you had reads that calls river with set/2pairs, then just go big.

It's always about what we are trying to achieve with our action, and what could happen with it. Betting big gives more value when he calls light (no reads to that) or he has a strong range (smaller portion of his possible calling range). Betting small gives smaller value, but more often. It also gives opponent a chance to raise as a bluff, with or without 9 blocker.

When I have done these small river bets, I have been amazed how light people call them just for curiosity. Or they don't want to be bluffed with such a small sizing. And once you have done it for value, you can start to do it as a bluff too.

This had quite head scratch inducing outcome as villain shoved river and had 6 high straight. I were like "ok... Thanks for that"
