Different bet strategy on the flop UTG vs BB and BTN vs BB

I ran the PIO sim with standard GTO ranges on the flop 7d 6d 5h given the option to bet 33% and 75%.

In BTN vs BB, BTN have the betting strategy to bet 75% pot with 22% frequency, bet 33% pot with 14% frequency and check with 64% frequency.
In UTG vs BB, UTG have the betting strategy to bet 75% pot with 0% frequency, bet 33% pot with 27% frequency and check with 75% frequency.

My question is why is PIO dropping the 75% pot bet entirely in UTG vs BB while it uses it with a 22% frequency in BTN vs BB?

Does GTO process the rnage globally or positional? Meaning 27% range would be something like 30%in btn and 18%in utg. I really don't know.

In such a flop and considering UTG range tighter than btn, utg will not rep any connection with board, while btn will.

Also, considering it inputs range globally, it is more likely to hit a combo draw on that flop from btn than from utg and that'd be the only scenario where GTO would go for 75%.
