Shoving river is not good option for me, nothing worse call third bet all in here. I don't think he has set here, 98s should raise too on flop (maybe not in spades).
Not easy decision but from my expierence people seldom bet all in bluff here on 3bet pot after two barrells, he can still some potential combination od flush here.
This is a flop that I would check. His range has all the sets and suited connectors, so it's not very likely that the Cbet bluff will work a lot.
As played, I don't think 4s OTT is a good card to barrell.
And I'm check-folding OTR. You have some showdown value but not enough value for profitably calling the shove.

Seems like a tricky move. Betting around $1.00 and fold to a shove seems reasonable.
If you bet more you get decent odds to call.

Easy fold, since I only beat a bluff on the River. Against his Pushrange with madehands you would have around 22 %.
