I'm 3betting larger OOP (4-5x).
I'm cbetting smaller on that dry flop (that hits V range better) against unknown. A large bet will keep, basically, Jx in the pot, but I want A6s, 67s to call, pocket pairs and even some A high. Besides, there are some spewy/tilted players that will simply xr your 1/3pot cbet inferring weakness with any Jx there (or worse) and won't do the same if you go for the large size. The large size also allows villain to slowplay sets (given that specific texture) without worring a lot about building the pot by reraising.
Turn bet, as played, seems ok.
I'm usually not going for the shove OTR unless I have reliable evidence of fishness (I don't think you get calls here by AJ, KJ, and the few combos of QQ and KK that could eventually call a 3rd barrell would have 4betted pre). However, it's a tough spot because SPR is really low and you'll have odds to call if you check and he shoves.

3bet sizing is a little bit small indeed. 12bb seems better. On the flop I would Cbet around half pot for value.

Dunno what you are hesitating. If you are on river then you have to shove. There wont be many bluffs after dry flop and you are not folding so better shove yourself than call his shove.
