The guy is a regular LAG. 3bet pre is ok? Should I bet/fold this turn?

CO: $48.50
BTN: $74.89
SB: $51.35
Hero (BB): $126.14
UTG: $110.05

Pre Flop: ($0.75) Hero is BB with T :club: K  Q  J
2 folds, BTN raises to $1.75, 1 fold, Hero raises to $5.50, BTN calls $3.75

Flop: ($11.25) Q :diamond: 3 :spade: 9 :spade: (2 players)
Hero bets $9.00, BTN calls $9

Turn: ($29.25) 4 :spade: (2 players)
Hero ??

3bet pre is fine

fold to flop cbet ? af? since a bet only achieves to make him fold his floats and weakish hands turned into bluffs reads on this are important

without this info I like c/f more than b/f since that spade hurts a lot of our equity and playabilty oop.

You really need to 3-bet this hand for two reasons, first its obviously a very strong hand. Furthermore you have some additional advantages here, many opponents first thing will be to put you on AAxx if you 3-bet OOP, this means they will often go broke very light in a 3-bet pot if they hit anything which can be very nice on a flop like T98 which is very bad for aces but very good for your hand. On the other hand If the board is very dry you can take it down with a cont bet very easily.

I agree on c/f the turn. Even if that guy has not much its not unlikely he will raise the turn anyway if you bet which means if you bet here you kind of have to call a shove because he doenst have much money behind.
