No, I'm pretty sure they are random. Several members have received notification of a 2nd capital whilst still playing on a decent BR from their first.

It is ofc more effective for bronze members as opposed to giving an extra $50 to diamond/platinum member, who probably wouldn't even notice it/mention on the forum.

No unfortunately not. These promotions are platform specific and I'm afraid you cannot use it if the platform doesn't operate in your country or if you already have an account at the platform mentioned.

I received 2nd capital too Now my studies are suffering a little because I need to dedicate my time to clear it I have already ~400 titan points. It is good that I was clever enought and didn't create account on titan earlier just for freerolls like I did on other sites like pokerstars and fulltilt.
