I think what you have observed is basically a consequence of the ratio of the population of FTP vs the players you have played against. Statistics. low limits are full of fish and it just so happens that whichever table you play in have more American or French players (because many of them play in FTP) but like the others said try moving up and you'll see that not all players from the same nationality play the same.
in case of Asians, more of us I believe play in PokerStars than in FTP. one factor is because the APT/APPT is sponsored by them. it's another statistics thing. so I also agree that focusing on the game instead of the nationality of your opponent is more productive.
