MB card is now available for me as well.
It's a prepaid (debit) card - it's linked to my account (and my account currency)
1000EUR for shopping (no fees)
250EUR for withdrawing from ATM (1.8EUR)
foreign exchange fee is as usual (1.99%)
And I'm not "VIP"
I asked support about the card a couple of days ago and it appears access to the MB Mastercard is country specific. FWIW apparently NZ will be available at some point in the future.

Sadly true. You have to be EU citizen to get it.
