Well, I would bet definetely bigger since your bet is pretty much straight/bluff right now. So if he takes a c/c, c/c than it is a bluffcatching line, so it won't really matter to bet $26 instead of $17.
As played, your hand looks very very face-up, although you show a little weakness in your betsizing imo. But yeah, this is a b/f spot, especially when he is raising so big. This is a great bluffspot as well, if you are villain 
I think raising the flop is an option.
Calling will immediately define our hand as what it is.
By raising we make him fold a lot of equity, and if he calls OOP I'm very sure we can get him to fold at some point in the hand.
If he 3bets I just fold, I think he will only do it with very strong hands (we can rep so many hands on this board that he's less inclined to bluff).
As played I might put in a small raise on the turn.
It's such a great bluffspot for us that he will have a very hard time.
Once he 3bets I'm pretty sure he has the nutstraight, I don't think he turns 2pair or a set into a bluff.
And him having another 9 is somewhat unlikely (even if he had one he doesn't have to 3bet necessarily).
As played on the river I would also go for a b/f, I like the betsizing, I would maybe even make it a bit smaller to get some thin value out of top-pairish hands.
