I wouldn't 3bet preflop, villain looks tight with his raises but he'll probably call a bit light against 3bets, which is good when your hand can make dominating top pairs, but rather bad when you're in there out of position with stuff like 77 that will either flop a potentially dominated overpair or flop some overcards.
As played that's why you're confused postflop, since you don't really know whether you're valuebetting or bluffing with your 77. When you bet the turn you're hoping he raise/called preflop with stuff like 65s with his already a stretch for a guy with 5% pfr. If you bet the river you're essentially hoping he's a huge calling station as well, otherwise you're bluffing at that point.
Considering how you got there I think your line is okay tho probably a bit on the thin side, I just don't think you should put yourself in that spot to begin with.
