Hi,
Maybe. But since he's both shortstacked and awfully bad given his stats, you're usually better off not even trying. Even if he happens to fold stuff like 88 or 7x, he'll still have a whole bunch of Kx hands that he will never ever fold.
I'd c-bet a tad smaller on such a dry flop as it's just overall better for your options especially against a shorty, and either give up or fire another smallish barrel on the turn depending on how often I think he peels the flop with air.
As played don't bet the river, he's not gonna fold anything.
