I get 99 in MP and I raise two times the BB because there were two limpers, one player behind me calls. The flop is 9K3 rainbow. I raise 2/3 from the pot and he reraises, I go all inn and he calls. My 2$ stack is in the pot now (00.05/0.10 table). The turn and river are K and Q, my opponent shows me KQ. Should I have bet more pre flop or ...?

You play according to which strategy? Short stack strategy? If so: Why do you raise only 2xBB after two limpers? On the flop it's correct to move all-in. If he gets lucky: so be it. But you played it correctly on the flop.
