I would raise 0,20, then 3bet & 4bet are bigger, i think he wouldnt call with this kinda hand if 4bet is bigger.

Dont miss some value, when thinking how to keep the villain in hand..

Preflop: I'd raise bigger, ~$0.20 and also my 4bet size is definitely bigger as you made, it's like min-raise. Since being OOP I'd do it ~$1.50.

Flop: As you said he has been 3betting you a lot preflop, then I might even consider him shoving here with any kind of draw or even with weaker pair, therefore Bet/Call is fine. But the problem usually is how loose is he preflop, is he Calling our 4bet that loose, or more often with strong hands? Sometimes if he is more tighter then you can even easily just CBet smallish and fold to a raise.
