Considering my stack should i open here or just fold, and is there any sense for c-bet on this flop with those stats of his?

Too loose to raise this preflop.. I would raise it from HJ on tight tables.. CO on an unknown table..

Flop hits him so hard so we just have to give up on the flop..

I see a few 9%+ regs min raise these at 25/50. Folding is fine though.
