I'd probably make it bigger on flop like 4.5. When raised I think that you have to let it go.

Well actually with a KsKx you can easily bet/3bet and get it in on the flop. At that point there's enough dead money in the pot and you at worst have 43% equity which is good enough to just get it.
You can never bet/call with a 
in your hand since your pretty much fucked on the turn when you miss and still have to stack off given the odds.
With no you can either b/f or just c/f if the fish is a station that wont fold anything.

I think you are right. Bet Call is not a option here.
Seems fine. If you´re going to b/f anyway then no point making it bigger than necessary. He would usually not raise that flop, but rather float or fold and if you b/f flop you likely should at least c/c turn to induce bets from worse hands and then you can consider c/f river
IMO small cbet on a flop like this is asking for a raise. You're saying: "I have a spade, lets see the turn".
But that's my opinion.
