I have a single question , how many BI should use for tables CAP PLO , 70 - 80 is ok ?

Roy is the person to ask for that since he played a lot of it. I'm pretty sure it's quite high variance compared to normal PLO. 
Are you talking about 40bb cap?
I don't really know BR management rules. The only time I have played cap games I was either a) playing them at very low stakes compared to my BR and had hundreds of buy-ins or b) was staked playing 5/10 to 25/50 and again didn't need to consider BRM.
70-80 sounds reasonable. Just make sure to move down if you drop below this amount and you'll never go wrong.
