Yes, but make sure you create a support ticket indicating that, and that your brother also creates a support ticket. You can create a ticket by clicking on Help at the top right of this page.
Be aware that your brother will very likely be subject to an ID check.
If you play on the same poker sites, make sure both of you email each site just to let them know that the same IP address being used does not mean duplicate accounts, or you'll risk having your accounts shut down.
