Hand 1: I'd raise to $0.40
His bet is so weak I'd act like there's no bet and I c-bet there. Even against a stronger bet I may raise too. But I'm an angry guy with an agression issue, so you shouldn't listen to everything I say. ;)

Hand 2: I'd reraise UTG's raise to $0.32 instead of just calling.
As played I'd fold after BB reraises.

IMO their ranges are pretty wide, you shouldn't be afraid of that Ace. I think you're still ahead here most of the time.

ppl on 0.1/0.2 they play any A and they never fold top pair

They don't play any A... they play any two cards :P
And it's true, they hardly ever fold top pair, but I'd still raise there. ♦

EDIT: Also, I think a fold or a call is too weak. Therefore I'm raising.

1. Play as you would play if he checks - c-bet...

2. Raise preflop. As played, I reraise the BB and call a shove. He may have a weaker pocket, AK/AQ or a bluff trying to steal the dead money.
