I´ve seen people defending their blinds with 44:D
But generally you should consider calling not only for set value TT+
If the board is A or K high then you can fold, but with Q or J hight flops I would like to see mostly another card. Ofcourse it depends a lot against opponent, if he is rock, then best you can hope is AK.
ANd if the bet pot then you should also fold, because that often is KK or AA:)

I agree. I think 99/TT are borderline hands, because you get an overcard on most flops, but are ahead often enough. However, this requires a solid read on your opponent and some postflop knowledge. If you feel comfortable, you may play these marginal hands, otherwise its better to stick to the Call 20 rule. I think its not possible to name rules like "if I have 99 and [arbitrary condition] then I use call 15" or sth. like this - there are too many factors like opponent, history/image, etc. to consider.
