first of all, you can raise this hand preflop and I strongly recommend it. you're on the button with a pretty strong hand, so you have 2 reasons to raise.
on the flop I'd just call, its more of a WA/WB situation since he either has a higher straight or he is drawing to 7 outs for a flush. he won't have a set here often since you got a 6 and a 7 and he can't feel to comfortably with a set of 4s here.
as played you can fold on the turn, you only have a bluffcatcher which is worthless without good reads.
you have 57% just in case he has zero redraws, yes. I'm not sure how often he'll continue with a naked straight where he has to expect getting freerolled by a straight+ redraw a decent amout of the time.
so the first problem is that you isolate yourself against a range you rarely beat by raising whereas you keep in the hands that you beat by just calling the flop.
the other problem with a raise is that it makes the hand pretty hard to play on later streets. as in this case, if a falls on the turn and he leads.. can you expect your hand to be good? you have to admit that all you have once he potts it there is a bluffcatcher, and do you really want to put in your whole stack to see if he was just making a move?
