Ya, you can raise T9s there, it again depends a lot on the oponent (I really do suggest you get some stats or just observe the table and start noting your reads as it will greatly improve your game), vs very non SD bound oponents you can raise most of your range there preflop cause you will take the pot down with a c-bet anyways.

On the turn, you have an easy 3-bet, you have the 3rd nut flush!

I'm not quite sure about the river, the cap is probably out of the question, but the raise/call might as well be viable, just calling the river seems too weak.

Preflop is very standard raise, it's nice to keep the initiative in these situations. And you do have the equity edge against him.

Turn 3bet is a must. River cap is a bit too much, just raise/call it.
