Really hard to say.

The problem with raising the turn is that you're just saying to any decent player that you have a flush, which means there is a good chance when you get jammed on you're drawing dead, and when you get called he has either a set or a pair with the nut redraw.

Everything depends upon his turn betting range. A lot of players won't lead at that flop without a pair or a flushdraw, and most pairs are usually scared of the flush coming in, for good reasons. So either

- he's just the type to bet pairs again regardless of the flush coming in, which means you can probably count on him firing the river or check/calling it with those hands as opposed to bet/folding the turn when you announce you have a flush.

- he's not the type to bet again with a lone pair on the flushing turn, in which case he does indeed have something like AsJx or a set and there is value in raising the turn against those hands before all hope it lost for them.

Just keep in mind that if you do decide to raise the turn, some players will have the very bad idea of jamming AsJx type hands in there, which is really gross for you with a small flush considering most of his range for jamming will still be flushes that have you drawing dead. So if you're unsure about what to do, calling is usually safer.

On the river it's the same deal except it's even less likely he's valuebetting a pair and he has no more reasons to call a raise with hands like AsJx since he can't redraw anymore. So there is even fewer reasons to try value-raising unless somehow you see in his smallish 3/5 bet the proof that he doesn't have a flush, which considering he bet about the same amount all the way, I personally don't.
