I would raise to 400 pre, then fold to 3bet. He has the profile of a calling station but his raise range is still slim.

I am more tighter in those plays and would wait for a spot to shove.

I think it's a leak raising more than 360 here.. we are so often raise folding here and I just don't think we gain any equity raising more here... raise to 360 with your whole range here whatever style you play imo...

Although the player is loose I don't think he's restealing loose enough for us to have the equity needed to call (if you had bigger sample size on him 3bet stat and resteal % would give you a idea how loose he's shoving here).. if you think he'll have some kings in his range and bad aces it becomes a call... But against a reasonable range here we have to fold..
