Against someone with these stats i dont like a 3b preflop
Flop and Turn: Fine and standard
River: c/f. I really doubt that he is turning a made hand into a bluff and if he bets he almost always has the flush. I also reallly doubt that u can get much value by beting yourself.

Well preflop I think you can argue both ways:
You don't want to 3bet as he has a tight range and we might isolate ourselves even more.
But at the same time since his range is so tight we don't really want to play against it OOP in a small pot either - we can not really c/r for value so we kinda turn our hand into a bluffcatcher preflop.

As played I agree with i5bet72o: Bet flop and turn are nice, but the river should be a check for the reasons he gave.
