I feared it just looked too strong but on the river the board paired and I felt I could no longer raise for value.

On the river is it too weak to just call?

Turn depends on your history with him, I like to put in small bluffraises in spots like this a lot because people b/f so much against them.
So w/o history I'd also flat, if I raised him before I'd go for a small raise again.

On the river there's 2 combinations of 98s, 1 of 87s, 3 of 99, 3 of 77, 3 of 22 and 1 of 88 - a total of 13 combinations.
But there are only KQs, KJs, QJs, and perhaps J9s for flushes in his range. So for a second I even thought about folding, but we get the odds to call, especially considering that he will show up with some unexpected hand from time to time (like A8s or something like that).

So imo the call is very nice.
