It's kinda close actually, sometimes with good reads I even consider folding it directly on flop for the reason that he doesn't seem to be very aggressive, although he still could raise there with TP. Therefore it ain't wrong to Call and reevaluate further streets. As played against his small bet you can likely as well Call the turn but river is kinda marginal, as you said so passive guy wont really bluff the river anyways. Although sometimes I am even Calling just for the reason that I also Called the turn and to make note on him with what he does min-raise. And might even be time to time that we are ahead. Although definitely folding the river should be somehow better vs such a passive opponent who doesn't show aggression that often. He will likely just Check behind with his Jx type of hand anyways. What did he have then?
