I have playerd PLO for a while.
My opinion is that both of them have something and are ready to play by the end.
You have only 4 outs (2 for set AAA and 4 Q)
Maybe one of them have QJ98 or so other onne have T877.

I want s.o. to correct me if I am wrong.

Well I think we have good equity against CO since he didnt raise all in, so the question is, should we shove to make an $8 side pot and then hope to get lucky in the main pot?

The answer is likely yes. We have one pot sized bet left against 2 opponents, they are going to be shoving a wide range of hands of this flop, just stick it in since you only need 25% equity in the main pot (even less if we have greater than 50% for the sidepot which i'm sure we will have).
