Raising the flop seems fine to protect against draws, i also like raising the turn again cause he can easily do that with hands that want to see another card (but i might make it bigger) and i can get value from them. although on the river it's really weird. not sure what worse hands he can do it with tho unless he is turning JQ or JK into a bluff
