Flop: The bet size on flop definitely has to be bigger. Myself I might even consider betting it ~$0,70 while there are just so many draws.

River: The problem on river is that it's towards a value-bet than a bluff. If he really wanted to bluff then do you think he would bet that smallish? Doubt that he is even block-betting with Qx hands either. While most of Qx hands did complete. Like Q8-QJ, also KQ ain't that likely since we hold the Q. So therefore there ain't that many hands which we beat. Myself I guess I'd even consider folding unless I know the opponent is aggressive enough. Also of course a lot 9T/other 2pairs/sets are possible.
