He see that cbet is small, so he might think its a bluff and raises me, so I call.

On turn I didn't have many stats yet, so I folded, but on this sample with his AF 23 I would have called.

40/22 has quite hard to have better hands that spot.
He would a lot of times 3-bet with AQ and KK/AA, so that leaves 88/55 and sometimes Q8s or 85s. Also he may play the same way QJ/QT to just protect his hand and get more value from JJ-99 or 8x hands.
So I´d call turn and then likely also call half potsize bet on the river, although I think it goes c/c a lot of times if you´re ahead.
