I guess it's a raise/fold on the flop, very often he'll have a FD there or a weak ace, both of which are likely to call your raise. He'll push with two pair and sets.
So raise flop to maximise value.

I don't like the turn raise. If you raise there, why not raise on the flop straight away? What is different on the turn compared to flop? Your hand didn't get any stronger and he's less (rather than more) likely to call you if on a draw (only one card left). Also you want to minimise loss in case he's got two pair or a set. So that's a call I guess.

So raise/fold flop, call/check behind turn, call or bet river.

Against his stack I'd just Raise/Go-broke right on flop. No point to slow there while he may easily have worse Ax/draws. But as played just ship the turn.

Flop is suited and he is a short stack so yea raising/jamming on the flop might be better.
