I don't like calling here as I see at as getting into coinflips at the very start. The villain is on the fishy side, aggressive, but I only had 13 hands on him. Call or Fold?

What about the raise size? anything between 3 and 4bb is fine during this stage, right?

tough spot for me too. with my short experience on stt's, for me seems they shove a big range on that spot. Something like 88+,AJo+. Sometimes i call, sometimes i don't. It kinda depend on stats villian. If they were something like 70/50 on a 10 hands sample I usually call, cause there's a big chance of villian be a fish.But, I think this is a leak. So i wanna hear what judge says. cheers

I would fold AKo/s here as well. You will be racing vs mid pockets very often, which is very undesirable during the early stages of an SNG.

I would be raise calling with QQ+ as a standard and JJ if I have a reason to believe that Villain is on a wide range (stats / notes).

About raise sizing, imo its better to make it 2.5x or 3x in the early stages of the SNG. You will have the same amount of fold equity pre flop, but you save chips in the long run.
