So early on and without reads it is hard to put BB on a range here. However, this is a $2.20 donkament and almost everyone is terrible. Let's assume he has a range of 66+ and KJo+, 99 is still over 50% so easy call given the pot odds. Fish at the micros may also be pushing as low as 22 and weird Qx Kx hands.
EDIT: Pre flop i'd probably just fold 99 and wait for many better spots. You commit yourself once you iso raise and also flat calling then folding to a shove is bad.
you can just call 99 imo... he shoves pretty big and i don't see why anyone would overcall here sooo often against such a shove + a call (ok its lowlimits).
i you would call and somebody jams i could make a close fold with 99
but here with getting better than 2:1 odds i don't fold 99
