Mostlikely he have Ax but he can donk quite often weak 9x or some overcards or really weird hands. With KK we have too strong madehand to fold just with donking.

Raising does very little good here except it gains 1SB of value vs worse hands but this counters itself by loosing vs better ones and here Ax is quite a likely possibility.
On the other hand it looses a lot of value which you can get from inducing bluffbets from inferior hands that are dead or close to dead. And dry board like this willl veeeeeeeeeeeeeeery often be attacked like this....so call/call/call s unknown player is by far the best play.If you know what his donkbets mean then its possible to raise flop toinduce further actionbut even then I preffer to do it with Ax than with KK
