Would you find a thin value raise on the river vs villains 9X and bluff range? Even though it completes a couple of straight draws?

The villains sequence of moves is so strange that I'm even more confused than usual. Except that a raise has no value against his bluff range (he wouldn't call), I have no idea.

But, you must take a note! There lies the long term value. Now thinking about it, I'm so curious about his hand that I'd even sacrifice a little EV just to see his hand. Call!

well played. Turnbet is useless. He'll have some pair and doesn't want to get raised from Kx. So check behind is fine as you'd have to call a checkraise though. Which makes a check even better. River is not a raise. The hands that he's gonna be bet/calling are a just a few and if you consider his better hands. he could have made a better 2pair, he could have made JT, he could have 6x. So there is no value in raising. Just call the River! Fine!
