I have no idea what the heck to do on River.
he is quite passive and he could have anypair from flop, but in the time of playing it looked for me most likely as some fsdraw/str8draw or Ahi cd. On The river i dont see pure valuebet without any reads how he react in BW.

But if he is playing cd with some weak 4x/7x, then he might not even pay us off on River in 3-bet pot.

????

It's kind of funny that you wanna play aggressive in spots where yoU're supposed to just fold and this spot it's an easy valuebet and you did check. :) No blaming but just to give you a reflection of your behaviour. As you said: He's passive, he's limping and probably just calling any pair from the flop so if you determine 5x 7x 9x to be calling hands on the river and just compare it to the flush and 2pair combos like A5 etc. You'll see that you still have way way enough worse hands to get value from! Sometimes he's got AT A6 but especially if he does not checkraise his pairs on the flop: Valuebet is mandatory on the River!
