I think C-bet isn't a good move on this flop.

But after his second check can I bluff it this opponent?

And if I do, can I bet it on the river too?

Hi,

you fold out better Ax hands, so betting half pot should be fine. Although since board is so coordinated that you can also just give it up. On the turn I would likely not bet, since it does not make sense besides AT and there are not too many better hands that you fold out. Since he c/c turn I think he would go quite often showdown with that river card, so I would just give up or if you want to bet then 2.4$ would increase your fold equity close to 100% and should fold out everything besides Tx or better.
