Hey i want to register in skrill . its possible without any deposit from my bank accaunt, withdraw my money from Pokerstars to Skrill and then cashout to my bank accaunt?

No you must deposit to Pokerstars via Skrill first in order to make a cashout to Skrill. This can be as little as 10 USD/ 8 EUR
I think it isn't.
You can setup Skrill without deposit (but you need to have a little cash on your bank acc). Because they take some random amount of money (up to $3 or something) and you have to input in Skrill the exact amount they took - that's how they verify the bank account is yours. They send it back then.
Ok, so you can do that.
But I don't think poker rooms allow withdrawals via Skrill, until you deposit using that method first.
Since I don't play on Stars I might be wrong.
edit: yeah, it looks like it's the same as elsewhere.
I tryed to withdraw 10$ to my skrill accaunt and it worked , dont need any deposit or something
